Dear Governor,
Congratulations on becoming New Mexico's Governor. I know that its going to be a challenge to clean up the corruption in the state but I am making you aware of a place to start this important work.
While you were running for office you came to Taos on two occasions and I was able to speak to you about the corruption in the Electric Coop world. Specifically I talked to you about the corruption at the Public Regulation commission and how they dealt with Electric Coops. I also mentioned that some activists had reduced the Board size in Mora at the Mora-San Miguel Electric coop. I am sure that you have heard about the corruption at the Socorro Electric Coop as well.
Here is an opportunity for your office to monitor this corruption as the Electric Coop In Taos New Mexico has asked the PRC for a rate increase of 13.1 %. 317 protesters from the Taos area have submitted protests asking the PRC to conduct a rate hearing on this matter but Coop CEO Luis Reyes has sent most of us letters that try to invalidate our protests. I am wondering who Mr. Reyes thinks he is that he can invalidate our protests.
In my particular protest he lied about the facts that I submitted to the PRC . A copy of my protest is attached and a copy of Mr. Reyes's denial of my protest is also attached. Here is my request. I am asking you to send a representative from your office to monitor this hearing to insure that it is conducted in a fair manner. The hearing date is January 10 at 9:30 a.m. at the PERA bldg hearing room.
Mr. Reyes the CEO of the Kit Carson Coop maintains that the PRC can only look at things that are associated with the electric business but this coop has engaged in numerous non-traditional ventures that have continually lost money. I have looked up the New Mexico Public utility act which governs the PRC and find that this is not true. You as a former attorney can review and help the members of the Kit Carson Electric coop because someone needs to look out or the interests of the consumer believe me the Trustees at Kit Carson are not doing it. The trustees have given up their fiduciary responsibility of looking out for the members when they gave Luis Reyes a blank check by resolution to the tune of 130 million dollars.
I hope that you follow through with your pledge of trying to clean up New Mexico corruption and I am there to help you with that effort. There are two board members on the Kit Carson Board that will also help, Luisa Mylet and Virgil Martinez.

"What can I tell you about war?
War perverts and destroys you. It pushes you closer and closer to your own annihilation spiritual, emotional and, finally, physical. It destroys the continuity of life, tearing apart all systems, economic, social, environmental and political, that sustain us as human beings. War is necrophilia. The essence of war is death. War is a state of almost pure sin with its goals of hatred and destruction. It is organized sadism. War fosters alienation and leads inevitably to nihilism. It is a turning away from the sanctity of life.
And yet the mythic narratives about war perpetuate the allure of power and violence. They perpetuate the seductiveness of the godlike force that comes with the license to kill with impunity. All images and narratives about war disseminated by the state, the press, religious institutions, schools and the entertainment industry are gross and distorted lies. The clash between the fabricated myth about war and the truth about war leaves those of us who return from war alienated, angry and often unable to communicate. We can’t find the words to describe war’s reality. It is as if the wider culture sucked the words out from us and left us to sputter incoherencies. How can you speak meaningfully about organized murder? Anything you say is gibberish."

Mark Schiller
Co-founder of La Jicarita News and long time writer on issues of environmental and social justice, Mark Shiller died Saturday Nov. 27, 2010 at his home in El Valle. For 14 years, together with his wife Kay Matthews, Mark co-edited the community advocacy monthly newspaper with articles written by Mark, Kay and grassroots activists themselves. Mark was a respected researcher and writer on land grant and acequia issues, often working with the Center for Land Grant Studies. A memorial is being planned for later in December.
House Passes Taos Water Settlement Funding
Tuesday, Nov. 30, the House of the US Congress passed funding of $66 million for the Abeyta water settlement in Taos Valley and $81 million for the Aamodt water settlement in the Pojoaque valley.
This passed the Senate Nov. 19 and President Obama has pledged to sign the bill. The $4.6 billion bill also settled discrimination claims by black farmers from the USDA and very partial compensation for government cheating of Native Americans out of land-use royalties. The funding for the water settlement in Taos Valley completes 40 years of negotiations between Taos Pueblo, the Acequias and others to adjudicate water rights.

Taos artist and founder of the Taos Art Association died Friday Nov. 26 at age 97. A renowned sculptor and educator, Ted was a key member of the Taos Moderns and created art in Taos for 6 decades. NMED Denies LANL Open Burn Permit
The Albuquerque Journal reports that on Nov 30, Ron Curry, Secretary of the NM Environment Department, approved a 10 year waste permit for Los Alamos National Labs, but denied a permit for open burning of high explosive waste. This is a major victory for las Mujeres Hablan, a coalition of women from environmental organizations, who testified and cross examined witnesses for weeks last summer on the dangers of open burning. Curry also banned dumping of radioacive waste at Area G, but decided not to require a multi-million dollar clean-up bond. Marian Narajano of Honor Our Pueblo Existance (HOPE), reports that they were also able to require a Physical Information Repository to make information about LANL's hazardous waste more accessible to local people. LIHEAP Funding for New Mexico Cut 47%
At the end of October, the US Dept. of Health & Human Services quietly announced that LIHEAP funding to New Mexico would be cut from $22,354,675 in 2010 to $11,923,056 for 2011. The Low Income Home Energy Assistance Program (LIHEP) is a federal program that provides states funding to help needy low-income households with utility bill payments.
These cuts were made because HHS expects federal funding for LIHEAP will be slashed in the FY 2011 budget.
While the US House has passed funding LIHEP at $5.1 Billion for FY 2011, the US Senate is proposing a cut to only $3.3 Billion.
The National Energy Assistance Directors’ Association (NEADA) urged in a letter to Congress to restore full LIHEAP funding citing that while the program served a record 8.8 million households in 2010, familes needing assitance may increase to over 10 million in 2011.

With the conservative election gains in nationally & New Mexico, and strong deficit reduction talk from the Obama Administration, restoration of full funding of this critical energy help for low income familes may be seriously in doubt.
With the proposed rate increases by Kit Carson Electric Coop, these proposed cuts raise questions whether low-income people in Northern New Mexico could be hit doubly hard this winter. With real unemployment probably twice the 8.2 % measured statewide by the NM Dept of Labor in September, many Taos familes may be chopping a lot of wood this winter.
People concerned about these possible drastic LIHEAP funding cuts may contact Senators Tom Udall & Jeff Bingaman, as well as their State, County & City legislators as well as the Kit Carson Coop CEO & Trustees.

Santa Fe City Council votes to Support Flyovers
The Albuquerque Journal reports the SF City Council voted Nov 10 to support the LATN flyovers. Councilor Patti Bushee, the lone dissenter, was concerned about taking a position on an issue that has more effect on its neighbors than on Santa Fe. Read the full Nov 11 article
The Santa Fe City Council Public Works committee passed a resolution Nov 8 favoring the LATN flyovers as long as environmental concerns are addressed. This will be heard by the full council on Wed Nov 10, 2010.
The Santa Fe City Council will hear a resolution urging that a new Envirnonmental Impact Statement be done for the CMRR facility at LANL on their Wed Nov 10 meeting.

Santa Fe Council Considers Support for Flyovers
The Albuquerque Journal reports the SF City Council will consider a resolution supporting LATN training flights. This will be heard by the Public Works committee on Mon Nov 8 at 5 pm and by the Council Wed Nov 10. This signals a reversal from a previous resolution they were considering opposing LATN.

The Clovis News Journal interviews Col. Clark on the 8 public meetings on LATN. He blames the opposition in part on public misunderstanding of the impacts the flights will have on any particular area.
"'With the LATN, I’m not stuck with 10 or 12 or 15 routes. Even if the proposal changes, there is plenty of area to maneuver around so I’m not hitting the same terrain night after night...so what we think is that about every other week we might be in the same area rather than every night or every other night in the same area,' Clark said."
From this, can we conclude that there will be only 30 routes and those unlucky enough to be living under them will only be woken up every 2 weeks or 26 times a year?

This covered scoping on the Supplemental Environmental Impact Statement on changes in the Chemistry and Metallurgy Research Building Replacement Project, increasing costs to over 4 billion dollars.
After protests from the public on their meeting on Oct 19, they added a "Public Forum" but claimed they could not record it to be included as comment.
