At the special 3 hour Taos Town Council meeting Sep 27, attended by as many as 300 people, the Town unanimously adopted a resolution opposing the overflights proposed by Cannon Air Force Base.

The Department of Energy and the National Nuclear Security
Administration announced Oct. 1 that they will conduct a Supplemental Environmental Impact Statement for the Chemistry and Metallurgy Research Building Replacement Project at Los Alamos National Laboratory, Los Alamos, NM. This is the result of the CMRR project growing from some 800 million dollars when the EIS was done in 2003 to now to as much as 5 billion dollar in cost.

In its 9th year, Spañapalooza is a drug and alcohol free event aimed at the civic engagement of young people in a comfortable environment. This is accomplished with live music, an opportunity to showcase local talents, and informational booths relevant to issues facing young people in the region. The organizing body of Spañapalooza sees the Española Valley as the center of the outlying communities of northern New Mexico. Scoping meetings will be held 4 to 7 p.m. on Tuesday, October 19 at the White Rock Town Hall, in Los Alamos County and on Wednesday, October 20, 4 to 7 p.m. at the Cities of Gold Casino Hotel in Pojoaque.
The Los Alamos Study Group, who have filed a federal lawsuit to require a new EIS, contend that the SEIS is not sufficient to address the issues raised by the massive increase in the scale of the project.
Another important CMRR public meeting will be held on Wednesday, October 6 in Los Alamos from 6:30 to 8:30 p.m. at the Hilltop House, 400 Trinity Drive. The meeting is the result of a 2005 settlement of an appeal by community groups (CCNS, Nuclear Watch New Mexico, Loretto Community, Tewa Women United, Embudo Valley Environmental Monitoring Group, Peace Action New Mexico, and the New Mexico Environmental Law Center) of an air permit issued by the New Mexico Environment Department for the CMRR Project. The settlement required DOE and LANL to host the public meetings every six months about the latest CMRR developments.

Presidential Support for Funding the Taos Water Settlement Announced
Larry Echo Hawk, Assistant Secretary for Indian Affairs announced Sep 18 at the Taos Pueblo Return of Blue Lake Commemoration that the Obama Administration will support funding of the Abeyta Taos Water Settlement with a commitment of 124 million dollars of the 144 million required. 88 million of this would go to the Pueblo for their water development projects. 56 million would be for mutually beneficial non-Indian projects. 20 million is expected from the state of NM & other sources.

Though the bill to approve the funding still must pass the Senate, this was a major development in the 4 decade process to adjudicate water in the Taos Valley. Councilman Nelson J. Cordova presented an analysis of the water issues and political struggle that still lie ahead.

Kit Carson Electric Coop Rate Increase Passed
Sep 16, 2010 the Kit Carson Trustees passed by 9-2 vote, their first rate increase in many years. Luisa Valerio Mylet and Virgil Matinez voted against the new rates.

The new rates were based on an extensive cost of service study. For residential service, the monthly service charge about doubles, while rate per kW hour is lowered about 3 cents. If you use little electricity, your total bill will go up, but if you use a lot, the total will actually go down. Counter-intuitively to what one might expect, this will likely mean lower bills for low-income people, who often live in poorly insulated houses or trailers and have high usage, compared to higher income people who have newer better built houses and have a lower usage. Each rate class (residential, commercial, etc) had specific changes which are detailed in the meeting audio and spreadsheets.

For the past four years, Yoav Barak has worked with Anarchists Against the Wall – a direct action group established in 2003 to resist the construction of the Separation Wall. The group works in cooperation with Palestinians in a joint struggle to end the occupation in the West Bank. Yoav also works with communities inside of Israel, focusing on students, helping in the formation of trade unions, and initiating grass-root projects with Palestinian-Israeli citizens. Taos Mayor Cordova has announced a Citizen Forum to address the concerns for the LATN (low altitude tactical navigation) program. It will be 6:30, Monday, September 27th at the Don Fernando Hall.
Cathy Connelly, the town information officer, reports that the Town of Taos is preparing a resolution in opposition to the Airforce training, low altitude flights being proposed to occur over Taos. Currently, this resolution is to be heard before the Council at the next Regular Town of Taos Council Meeting, 1:30 pm, September 28, Council Chambers, Coronado Hall, 120 Civic Plaza Dr.

Taos organizes on overflights
Sep 15 about 25 people met to plan opposition to the Airforce overfights. Committees were formed to contact communities & press throughout Colorado & new Mexico. | The US Airforce is proposing a new Low Altitude Tactical Navigation (LATN) training area covering most of Central & Northern New Mexico and Southern Colorado. They plan to fly about 3 flights per weeknight from Cannon Airforce Base in Eastern NM of C-130 and CV-22 Osprey aircrews, flying as low as 200 feet above-ground-level (AGL) with speeds below 250 knots. There is a 30 day comment period for scoping of a NEPA Environmental Assesment which ends Oct 4, 2010.
Activists are urging people to submit comments and contact their local representatives, and governing bodies to submit comments, in regard to the potential major impacts on rural populations and livestock. Activists are urging that the comment period be extended and that a full Environmental Impact Statement be required.

Alfred's last birthday party on the mesa brought us together – one more time – We will never forget dancing beneath the oceanic sky, in the mud, around a fire and sharing food especially "eating budda & crackers."
Alfred, the Patriarch of the lost tribe dreamed of a better world while searching for utopia the disappointed idealist held our chaotic directions with a magnanimous belly laugh that challenged the darkness reassuring us the storm would pass the sun would shine again.

"I left Morningstar that spring along with lots of the people I had gotten to know. I never finished my dissertation, although I still have all my notes. All this happened 30 years ago, but walking through Taos the other day, I saw a guy in the street who looked like he needed a place like Morningstar – a space without shrinks, rules or government sponsorship, a place that left people free to work out their problems. that was the real function of the communes and in that sense both Morningstar and New Buffalo were successful, although not everyone survived their madness."

| 8 protesters for nuclear disarmament were arrested in pouring rain on Friday, Aug 6, 2010 for blocking the CMR building at Los Alamos National Labs, where plutonium pits for bombs are made. Organized by Think Outside the Bomb, groups in the protest included Pax Christi, Code Pink Taos and las Mujeres Hablan.
